Howard Bard

Howard Bard is Senior Vice President and Deputy General Counsel with the American Council of Life Insurers (ACLI). Howard reports directly to the General Counsel with responsibility for supporting the legal needs of the organization. He also helps guide ACLI policy on regulation and legislation affecting the retirement security business of its members. He has more than 20 years of experience in the practice of employee benefits law, providing legal guidance to investment managers, insurance companies, and retirement plan sponsors on ERISA and tax issues applicable to employer sponsored retirement plans. Prior to joining ACLI, Howard held positions with the Investment Company Institute and two Washington DC based employee benefit law firms. He also served as a Senior Investigator with the United States Department of Labor’s Employee Benefits Security Administration.

Howard earned a Juris Doctor from the George Washington University National Law Center and a Bachelors of Business Administration from the George Washington University School of Government and Business Administration. He is licensed to practice law in the District of Columbia and Maryland.
